$1.8 million fourth-cycle Disaster Recovery funds awarded

MARCH 31, 2010 (LINCOLN, NEB.)-Communities and counties that continue to rebuild following severe storms in May and June 2008 have received $1,800,458 in federal Community Development Block Grant (CDBG) Disaster Recovery funding.

The Nebraska Department of Economic Development (DED), which administers the program, received applications requesting a total $3,809,877. The Department awarded the following seven projects as part of its fourth and final funding cycle:

  • Alexandria-$587,800 to elevate lagoon walls, slip-line the sanitary sewer mains, elevate manholes and reinforce a portion of sewer main exposed during severe flooding that topped the community's two-cell lagoon dike walls, washing the sewage downstream.   • Ceresco-$141,000 to repair and restore the community's storm sewer system that was damaged when extensive rain eroded ditches and transferred sediment.   • Colfax County-$689,862 to evaluate and make necessary restorative measures and repairs to the Hughes-Payzant Drainage Ditch. Flooding damaged the ditch's head gate and eroded its channel, causing extensive property damage in Schuyler.   • Firth-$260,562 to modify and repair the existing storm sewer damage, which due to inadequate drainage, damaged many properties throughout the community.   • Hayes County-$46,434 to provide a reimbursement of the 12.5 percent match required for a Federal Emergency Management Agency (FEMA) grant to repair eroded and washed out roads, culverts and a bridge in the County.   • Platte Center-$4,600 to provide a reimbursement of the 12.5 percent match required for a FEMA grant to repair damaged public facilities and infrastructure in the community.   • Wahoo-$70,200 to install a permanent submersible pump at the city's new ultraviolet basin, and 300 linear feet of 10-inch force main from the ultraviolet basin to Wahoo Creek. Creek flooding overloaded the city's drainage system, preventing the safe discharge of treated waste and ultimately damaged the facility. All applications were reviewed by the 2008 CDBG Disaster Recovery team, which included representatives from DED, the Nebraska Department of Natural Resources and the Nebraska Emergency Management Agency to ensure they met compliance with national and state thresholds. If they successfully met those qualifications, they were competitively scored and ranked according to guideline criteria. Public infrastructure funding must be used to restore infrastructure in areas covered by the major disaster declaration. Eligible activities included debris removal, road/bridge repair, water control facility repair, repair or replacement of public buildings and utility repair.
